Ann Joyce Powell Rhoads was born on October 12,1944 in Parkersburg, West Virginia.  She was the first child of John E. Powell and Mary Joan Haddox Powell.  She graduated from Woodrow Wilson Memorial High School in Fishersville, Virginia in 1962 and then attended Lambuth University in Jackson, Tennessee.  While at Lambuth Ann and Carl Emerson Rhoads, III married and began their family and their life-long service in The Methodist Church, and later The United Methodist Church.  Together Ann and Carl made a dynamic team for leading others in growth in the Christian faith and teaching the fundamentals of discipleship through their illustrative lives.

Ann came with Carl in 1976 to the Louisiana Conference to serve at First United Methodist Church, Shreveport, Louisiana (1976-1990).  There they raised their two daughters, Amy and Beth, and Ann returned to the university life, attending LSUS where she received a Bachelor of Arts degree in 1982.  After several years of teaching in the Caddo Parish School System, Ann followed the passion of her heart and began serving in a new field of service, long term health care.  She became the Assistant Executive Director of Live Oak Retirement Center in Shreveport and endeared herself to the residents there and their families.  Ann returned to this career of service by ministering to the people of First United Methodist Church, Baton Rouge, Louisiana as the Director of the Care Ministry. In 2008 she returned with Carl to Shreveport to spend their retirement years.
