Note that from 1968-1996 the standard arrangement was to have a Council on Ministries for programming and an Administrative Board for administrative tasks. General Conference 1996 gave local churches more flexibility in their structure and (while COM and Ad.Bd are still acceptable) the Disciple language tends to emphasize the Church Council.

The purpose of the church council in the local church is to plan and implement programs for nurture, outreach, witness, and resources. The council will provide the administrative role as the local church envisions, plans, implements, and annually evaluates the church's mission and ministry. It must meet at least once per quarter. At meetings, it is recommended that nurture, outreach, and witness ministries be covered before other administrative and support matters. Consensus/discernment is the recommended model for decision-making. [Ref. Discipline ¶ 251-252]

Church council Responsibilities:
     1) review the membership of the local church
     2) fill lay officer vacancies occurring between sessions of the annual charge conference
     3) establish the budget (which should come as a recommendation of the committee on finance)
     4) recommend to the charge conference the staff salaries (including the pastor) after receiving recommendations from pastor/staff-parish relations
     5) submit a recommendation for pastoral housing after receiving the recommendation from pastor/staff-parish relations

Church council membership is set by the charge conference; the following 11 positions should be members.
     1) church council chairperson
     2) lay leader
     3) chairperson and/or representative of pastor/staff-parish relations
     4) chairperson and/or representative of finance
     5) chairperson and/or representative of trustees
     6) treasurer
     7) lay member to annual conference
     8) president and/or representative of UMM
     9) president and/or representative of UMW
     10) representative of UMY
     11) pastor
It should also include people representing the program ministries of the church. A quorum will consist of the members present at any duly announced meeting.

Chairperson responsibilities:
     1) lead the council as it fulfills it's responsibilities
     2) prepare and communicate the meeting agenda in consultation with the pastor, lay leader, and other appropriate persons
     3) review and assign responsibility to carry out actions taken by the council
     4) communicate with council members and others to permit informed action at council meetings
     5) coordinate council activities
     6) provide initiative and leadership in planning, setting goals/objectives, and evaluating
     7) participate in conference and/or district leadership training programs
The chairperson can attend meetings of all boards and committees of the church (unless specifically limited by the Book of Discipline).
